More than 500 city employees aren't included in San Diego's annual budget – an estimate released by Mayor Jerry Sanders yesterday that tore open a new wound for a city plagued in recent years by poor accounting.Eat your heart out Enron.Good government? What a joke.
Jay Goldstone, Sanders' chief financial officer, said the estimate could change, but he felt “quasi-comfortable” making the figure public about two months after his boss first said there were “phantom” employees working for the city who don't show up in prior annual budgets the City Council approved.
“This is an area that we will absolutely fix to the best of our ability,” Goldstone told the council's Budget and Finance Committee.
