Boy Scouts' Land Sale Blocked

The Chicago Sun-Times reports:

Plans by the Chicago Area Council of Boy Scouts to sell its Owasippe Scout Reservation in rural Michigan just north of Muskegon to a developer have run into a roadblock.

A local planning board in Blue Lake Township, Mich., this week rejected the Boy Scout council's request to rezone the property to allow residential development

So,who really owns the property, if you can't use and sell the property the way you want?
