Nine years ago, convicted Hired Truck kingpin John "Quarters" Boyle got a coveted job as a city hoisting engineer despite a 1992 conviction for stealing $4 million from the Illinois State Toll Highway Authority.The new policy doesn't mean convicted felons who happen to be registered Republicans can get on the payroll.Or just registered Republicans.
City Hall had a "de facto" policy of disqualifying ex-cons. But Boyle was the exception because he had clout. He was a member of the Coalition for Better Government, a pro-Daley group that put political workers on the street for the mayor and his handpicked candidates.
Now, the playing field will be leveled to give all ex-offenders a crack at city jobs -- not just a chosen few.
