Is George Bush a Conservative?

Political labels change over time.Before the New Deal,a liberal was for small government.After the New Deal,modern day conservatism was supposed to be for small government.Glenn Reynolds makes this interesting comment on George Bush:

Bush isn't a "conservative" in the old sense of the word, which perhaps explains why so many people don't like him.

Bush is a statist.He might call for "reform" of Social Security but overall look how he's expanded government.Perserving the status quo which is big government.Which in a lot of ways makes him conservative.Those who want the status quo are attempting to conserve the current structure of the federal government.
