Is Chicago The Most Corrupt City in America?

The Chicago Sun-Times reports that the Chicago Way is gaining attention:
If you're a government employee or contractor and you thought last year was a bad time to be corrupt in Chicago, you better look out in 2006.

While the Chicago FBI just added a third public corruption squad in September to make the unit the largest in the country -- it still isn't enough.
When one party has been in power since the New Deal with no effective opposition:corruption is inevitable.To what extent is the city of Chicago in of itself a racketeering enterprise?
