Fewer Blacks Fill Key Positions in Mayor Daley's Administration

The Chicago Sun-Times reports:
Mayor Daley has been under intense pressure to replenish a City Hall Cabinet that once had 11 Hispanics and now has just four.

But the political heat may soon be from another direction: African Americans.

Blacks now hold a smaller share of the 1,236 policymaking city jobs -- 29.9 percent -- than at any time since Daley took office, records show.

That's down from a previous Daley low of 31.1 percent in 2001 and a Daley high of 35.4 percent in December 1995. In the January 1989 report filed before the mayor took office, blacks held 45.2 percent of City Hall's top jobs.
If Blacks lived in Mayor Daley's old neighborhood maybe they'd get those city jobs. What's interesting is Chicago lost over 100,000 white people from 1990-2000.With non-Hispanic whites only 31% of the Chicago population,it appears Mayor Daley has only certain people pegged for advancement and they aren't Blacks.
