The San Jose Mercury reports:
An initiative to entitle all children to a free, voluntary year of preschool, paid for by taxing the affluent, is virtually assured of going before voters in June.
Supporters of the Preschool for All initiative announced Thursday they have gathered a million signatures; they need 598,105 valid ones to qualify for the June primary ballot.
The goal is ``making sure that every 4-year-old has access to high-quality education,'' said Rob Reiner, the actor and director who is leading the campaign. ``This is truly no child left behind. This levels the playing field.''
Low-income children already are eligible for public preschool. Other children attend private schools. Preschool for All proponents want to include everyone and to raise standards. Only 20 percent of 4-year-olds receive ``high-quality'' schooling, Reiner said.

But Jon Coupal, president of the Howard Jarvis Taxpayers Association, notes that California already taxes the wealthy more aggressively than most other states.
``I notice that the last millionaire tax by Darrell Steinberg was started at $1 million, and now they're dipping down to $400,000,'' he said. ``So I expect that if this trend continues these upper-income tax proposals will be hitting everyone over minimum wage.''
