Cook County hiring info missing from some files

The Chicago Sun-Times reports on corruption the Cook County way:
Last week, Cook County commissioners were told that years' worth of audits failed to turn up a single instance of politics being used in the county hiring process.

On Tuesday, Commissioner Tony Peraica revealed a 2001 report that said auditors came to that conclusion only after finding many employee files had missing or incomplete records of the hiring process.

Because records were not intact, auditors couldn't say whether many employees were hired because of political patronage -- though the employees with complete personnel records appeared not to benefit from politics, the 2001 report said.

Peraica claimed it was "intentional" that certain employee files were incomplete, "to hide the fact of who hired them."
Wouldn't the EEOC be all over any company in the S&P 500 that had such record keeping?? The sleaziest institution in America today is government.Nothing is even close.
