Rahm Emanuel and the "bagman"?

What does Rahm Emanuel have to do with a recently convicted "bagman" named Wesolowski in a bribes scandal in Chicago?:

In pleading guilty, Wesolowski admitted that department employees won promotions and raises for campaigning for Mayor Richard Daley, Rep. Rahm Emanuel (D-Ill.) and others. At Tomczak's direction, Wesolowski solicited campaign funds from trucking companies for Mayor Daley and the 11th Ward organization run by the mayor's brother, Cook County Commissioner John Daley. The mayor, John Daley and Emanuel have said they were unaware of the campaign efforts on their behalf.
