In Chicago,Those off the Payroll Still Call the Shots

The Chicago way isn't all easy to understand for outsiders.The Chicago Sun-Times explains:
Chicago has a long and sordid history of allowing dead people to vote. But what about letting retired city employees call the shots after they've left City Hall?

Last week's criminal complaint against a retired forestry boss from the city's scandal-plagued Streets and Sanitation Department lifted the cover on a secret:

Long after they've left the city payroll, some clout-heavy employees don't lose that clout. They still have the muscle to give orders, deliver favors and control city services, sometimes allegedly in exchange for bribes.
Maybe Patrick Fitzgerald will realize at some point,the city of Chicago is a "continuing criminal enterprise" from top to bottom.
