Chicago schools budget hit on size, fuzziness

A declining population but the Chicago public schools want more money every year.
the budget is so confusing that it's impossible to detect where cuts were made and how much was saved.

For example, the district boasts of cutting 197 administrative jobs in one section of the budget. But when analyzing another section that breaks out jobs by administrative departments, it appears the district only cut 45 full-time positions for the upcoming year
