Does The Scholars Strategy Network Think Voting Fraud Is a Myth In Chicago? Or Almost Non-Existent?

Flashback 1982. The Heritage Foundation on voter fraud Chicago style:
Chicago, however, is known for its fires, and there was a roaring one there in 1982 that resulted in one of the largest voter fraud prosecutions ever conducted by the U.S. Department of Justice. The telltale smoke arose out of one of the closest governor's races in Illi­nois history; and as for the fire, the U.S. Attorney in Chicago at the time, Daniel Webb, estimated that at least 100,000 fraudulent votes (10 percent of all votes in the city) had been cast.
Just a Chicago 1982 problem? In 2012, 37 Chicago precincts gave Barack Obama got 100% of the vote. As any honest political scientist will tell you: in voting you can't always get what you want because humans do make errors. Do tenured political scientists want us to believe , in 37 Chicago precincts not a single individual accidentally voted for Mitt Romney? So, the statistical probability of voter fraud in those 37 precincts is approaching 100%. No matter what the "political" scientists at Scholars Strategy Network claim. No word yet on whether the Scholars Strategy Network has heard of Pat Marcy or Alderman Fred Roti the "high ranking made member" of the Chicago Mob elected to Chicago's City Council.
