Dilemma for schools-- bus or go year-round?

Year round schooling in Chicago.Anyway,we hear about "overcrowding" in the Chicago Public Schools.Chicago peaked in population in the 1950's,there are obviously less children in the Chicago than in 1950.There are too many public schools.ChicagoTribune
