Michael Grochowiak, director of code enforcement for the zoning department, said city code requires that fortune-tellers get approval from the zoning board of appeals before opening.
Owners first have to notify every business or resident within 250 feet of the location of their intentions to open.
It takes at least three to four months to get permission, and "it costs a ton of money,'' Grochowiak said.
